Joint Memorandum Order 2012-001, which requires all health researches involving human subjects to undergo ethical review and clearance before implementation.
The issuance of this memorandum is expected to strengthen the advocacy for health research ethics in the country, and consequently ensure greater protection and promotion of the safety, dignity, and well-being of research participants.
FDA Circular 2012-007 released last June 7, 20
"Clinical trials are conducted to evaluate the effectiveness and safety of new medications or medical devices. This is the bridge we need to take before introducing them for public use. Clinical trials should be carefully designed to ensure that no human is harmed or abused during the study period,” explained Dr. Suzette H. Lazo, Former Director of the FDA during the 6th Philippine National Health Research System Week celebration.

PHREB, FERCAP hold joint training for surveyors and accreditors of ethical review practices
The Philippine Health Research Ethics Board (PHREB), together with Forum for Ethical Review Committees in the Asian and Western Pacific Region (FERCAP), held an Advance Training for Surveyors and Accreditors on ethical review practices from January 30 to February 8, 2012. The primary objective of the training was to promote good ethical review practices in health research in the Asia and Pacific region by implementing international criteria for surveying and evaluating ethical review practices.

Ethical Guidelines for Health Research 2011 features principles for IPs, emerging technologies
Responding to the changing landscape of national health research system, the Philippine Health Research Ethics Board (PHREB) led by its Chair, Dr. Leonardo de Castro launched the 2011 edition of the National Ethical Guidelines for Health Research during the 30th anniversary of the Philippine Council for Health Research and Development of the Department of Science and Technology (PCHRD-DOST) at the Shangri-La Hotel, Makati City last March 16, 2012.
"An effective human research protection system requires oversight and proper recognition of research ethics review committees (ERCs)," said Dr. Cecilia V. Tomas, Philippine Health Research Ethics Board (PHREB) Sub- Committee Chair on Standards and Accreditation during the 30th anniversary celebration of the Philippine Council for Health Research and Development of the Department of Science and Technology (PCHRD-DOST) at the Makati Shangri-La Hotel last March 16, 2012.
