PHREB-CIDTA Training of Trainers
The Philippine Health Research Ethics Board – Committee on Information Dissemination, Training, and Advocacy (PHREB-CIDTA), in partnership with the De La Salle University (DLSU), conducted a two-day Training of Trainers in 4-5 December 2017, at the Henry Sy, Sr. Hall, DLSU, Taft Ave., Manila. The activity was primarily aimed at lecturers and facilitators of ethics training to review, standardize, and address issues from the curricula of current and proposed PHREB ethics training programs.
Dr. Ricardo Manalastas, Jr., Chair of PHREB-CIDTA, gave the welcome remarks. Dr. Marita Reyes of the National Ethics Committee (NEC), a senior lecturer for PHREB-CIDTA, gave the general overview and rationale of the PHREB training curriculum.
Dr. Rosario Angeles Alora, refreshed the participants with her lecture on the Principles of Adult Learning which emphasized the need to employ the principles of relevance, involvement, enjoyment, and satisfaction for an effective andragogy.
There were reports on the current PHREB training programs with interactive sessions. Dr. Alora and Dr. Reyes discussed the respective curricula of the Basic Research Ethics Training, Good Research Practice Training, and SOP Workshop. Prospective training programs, which are proposed to be added to the CIDTA arsenal for next year, were likewise presented. Discussions for these proposed programs were led and facilitated by the following resource speakers: Prof. Filipinas Natividad, Chair of NEC, for the Good Clinical Practice (GCP) Training; Dr. Maria Salome Vios, Chair of the Committee on Standardization and Accreditation (CSA), for the Advanced Research Ethics Training; and Prof. Fatima Castillo, from the University of the Philippines Manila, for the Social Science Research Ethics Training. Decisions to whether these proposed programs will be adopted are yet to be finalized during the next PHREB regular meeting in January 2018.
Furthermore, new members of the CIDTA pool of trainers and facilitators were welcomed, including Dr. Fred Guillergan (West Visayas State University), Dr. Alvin Concha (Southern Philippines Medical Center), Dr. Manuel Emerson Donaldo (Chong Hua Hospital), Dr. Liane Alampay (Ateneo de Manila University) and Prof. Ma. Cecilia Conaco (University of the Philippines Diliman) among others.

Building Capacities in Research and Public Health Ethics in the ASEAN
Experts in health research ethics from the Association of Southeast Asian Nations (ASEAN) met, through the initiative of the Department of Science and Technology – Philippine Council for Health Research and Development (DOST-PCHRD), on 10-11 October 2017 at Dusit Thani Hotel, Makati City. The objectives of the meeting were to assess the level of regional understanding of, and attitudes towards the means and impact of cross-country biomedical research and health care delivery among ASEAN nations; plan and initiate capacity development activities in research and clinical bioethics in collaboration with key ASEAN biomedical research and academic institutions; and develop governance network strategies on harmonizing ASEAN governance of research and clinical ethics and harmonizing existing guidelines.
DOST Assistant Secretary Dr. Leah J. Buendia opened the first day of the session by challenging the ASEAN region to be a hub of health research ethics and a frontrunner in models of research ethics governance.
The sessions involved country reports of some delegates on the current health research ethics and public health situation of their respective countries. Dr. Thi Thanh Huyen Tran of Vietnam Academy of Science and Technology’s Institute of Biotechnology presented the burden of illness and access to healthcare in Vietnam. Dr. Abu Bakar Abdul Majeed of Universiti Teknologi MARA Selangor focused his discussion on the regulation of Malaysia’s Traditional and Complementary Medicine (TCM) based on the implementation of TCM Act of 2013. Dr. Sengchanh Kounnavong of the Lao National Institute of Public Health talked about on ethical issues on public health surveillance in Laos. Dr. Voo Teck Chuan of the Center of Biomedical Ethics, Yong Loo Lin School of Medicine of the National University of Singapore discussed on the ethical issues in health research systems. Dr. Leonardo D. De Castro of PHREB presented the ethics governance in the Philippines through the accreditation system of Research Ethics Committees and the 2017 National Ethical Guidelines for Health and Health-related Research. Lastly, Dr. Chit Su Tinn discussed the scope and operations of their research ethics committee in Defense Services Medical Research Centre in Myanmar.
Dr. Custer Deocaris of CHED facilitated the session on brainstorming activity called the “World Café” to collect thoughts and ideas from the participants on how the network will succeed in the future by identifying prioritized activities, resource allocation, and objectives recognition.
Dr. Beverly Ho from DOH-HPDPB presented the draft agreement to establish the ASEAN Network for health research and public health ethics. The group commented and revised the agreement on the issues of country hosting, annual meeting preparation, and country secretariat responsibilities, among others.
The other ASEAN representatives present were Dr. Bunsoth Mao of the Faculty of Health Sciences at the University of Puthisastra of Cambodia, Dr. Mas Rina Wati Haji Abdul Hamid of PAPRSB Institute of Health Scienes of the Universiti Brunei Darussalam and Bugi Ratno Budiarto of the Research Center for Biotechnology, Indonesian institute of Science and technology. The Philippine delegates included Dr. Marita V.T. Reyes of the National Ethics Committee and other PHREB members namely Dr. Gemma Balein, Dr. Ricardo Manalastas, Jr., and Dr. Sally N. Vios.
